In a land of abundant natural resources, Texas oil tycoon Sam Driscoll reluctantly agrees to the democratic laws established by Calgary's first residents. But when the means to survival start vanishing, Inspector Brisebois believes he is the only one capable of crackin' the case and restoring justice to the town.
Or is he the prime suspect?
With a colourful cast of characters from Calgary's past - including James Lougheed, Alexander Rutherford and Victoria Callihoo - Justice for Breakfast explores democracy and the relationship between society and government.
